Safety netting tenders that arrive ready for the developer to evaluate properly are not the norm in the UK construction market. Most fall protection tenders default to a small set of fields, a price, and limited evidence of how the contractor will discharge the principal contractor’s duty across the live scheme. A procurement-ready tender contains substantially more than this.

A tender ready for serious evaluation should include: the calculated catch and drop netting specifications for the scheme, the anchorage design proposals based on the structure and scaffold, the FASET certification evidence for the install crew, the CSCS cards for the operatives, the proposed inspection regime with documented cycles, the install records template, the post-incident protocol, and the maintenance and replacement cycles across the duration of the scheme. Each of these is a distinct item. Each is checkable. Each separates contractors that have thought through the scheme from contractors that have not.

For developers and QSs receiving tenders, the practical question is what evidence is included by default. A tender that includes all of the above is from a contractor whose internal processes already produce these outputs. A tender that requires the developer to ask for each item one at a time is from a contractor whose internal processes are thin. The variance in tender depth is one of the strongest predictors of how the live work will run.

The standard fall protection contract should address how the maintenance period is handled, what the contractor’s response time is for emergency call-out during the build, how defects are managed post-handover, and what insurance arrangements are in place across the install. These items are sometimes left as generic boilerplate. They become operationally meaningful when something goes wrong.

For principal contractors evaluating fall protection tenders, the documentation that the contractor will produce during the build is another item worth asking about specifically. Where the install records, inspection records and incident protocols are produced in formats that drop cleanly into the principal contractor’s CDM file, the operational efficiency of the build is materially better than where the contractor produces records in their own format that have to be reformatted by the PC.

There is also a competence evidence dimension. A tender that includes the names, certifications and recent project history of the install crew is from a contractor whose workforce is stable. A tender that names no individuals or describes only an aggregate crew is from a contractor whose workforce is more transient. Across a multi-month scheme, workforce stability matters for quality consistency and for ease of working relationship.

For developers procuring fall protection across multiple schemes within a framework relationship, a procurement-ready tender format becomes a portfolio asset. The framework partner’s tender against each scheme follows the same structure. The evaluation is consistent. The commercial conversations are predictable. The administrative overhead of framework management drops.

The right answer for developers and principal contractors who want to procure fall protection well is to specify the tender requirements explicitly at pre-qualification stage. Contractors who can respond to the full tender specification produce procurement-ready tenders. Contractors who cannot self-select out of consideration. The selection process becomes more efficient and the schemes that follow run more predictably.
