There is also a competence evidence dimension. A tender that includes the names, certifications and recent project history of the install crew is from a contractor whose workforce is stable. A tender that names no individuals or describes only an aggregate crew is from a contractor whose workforce is more transient. Across a multi-month scheme, workforce stability matters for quality consistency and for ease of working relationship.

The framework partner’s tender against each scheme follows the same structure. The evaluation is consistent. The commercial conversations are predictable. The administrative overhead of framework management drops.
The right answer for developers and principal contractors who want to procure fall protection well is to specify the tender requirements explicitly at pre-qualification stage. Contractors who can respond to the full tender specification produce procurement-ready tenders. Contractors who cannot self-select out of consideration. The selection process becomes more efficient and the schemes that follow run more predictably.
